IISD at UNFCCC COP 27
The 2022 UN Climate Change Conference
Updates from the second week of COP 27 deliberations
Climate negotiators are convening in Sharm el-Sheikh, Egypt, for the United Nations Framework Convention on Climate Change (UNFCCC) 27th Conference of the Parties (COP 27), with the event coming at a time of growing concerns over energy security, economic uncertainty, and geopolitical tensions.
With week one now over, the activities under the Global Stocktake for this COP have now wrapped up, while the UNFCCC Subsidiary Bodies held their closing plenaries on Saturday evening. At the midway point of the COP's second week, much technical and political work still remains before the conference is scheduled to close on Friday November 18. Climate finance is slated to remain one of the thornier issues to address, including on funding arrangements for loss and damage. To learn more, our colleagues at Carbon Brief have a color-coded text tracker of where the different pending agenda items stand.
For further highlights and images from the COP 27 deliberations, visit our Earth Negotiations Bulletin website. IISD is actively involved in the COP processes and related preparations, both through our Earth Negotiations Bulletin reporting and through our programmatic work on topics ranging from climate adaptation and resilience to energy policy reform. The National Adaptation Plan Global Network, whose secretariat is hosted by IISD, is also engaging closely in these conversations.
We will be updating this page regularly throughout the Sharm el-Sheikh COP. If you have any questions, please let us know: media@iisd.org.

Fossil Fuel Subsidy Tracker
Explore through this IISD-OECD database how much support governments are giving to fossil fuels.
Navigating Energy Transitions
New analysis aims to inform policymakers, investors, and companies on how to align with the goals of the Paris agreement, based on 1.5°C-consistent energy/climate pathways.
Nature for Climate Adaptation Initiative
A new initiative seeks to enable nature-based climate action that protects both livelihoods and biodiversity in the most vulnerable parts of the world.
Supporting Gender-Responsive National Adaptation Plan (NAP) Processes
Countries are increasingly using their NAP processes to realize gender-responsive climate action and act on the Gender Action Plan (GAP) under the UNFCCC.
The Energy Charter Treaty
The Energy Charter Treaty is a regional investment agreement in the energy sector that has grown into an obstacle to ambitious climate policies. IISD has consistently promoted a coordinated EU withdrawal from the outdated treaty, which the European Commission now has proposed, and is leading the way on creating a sustainable international energy investment landscape in Europe and beyond.
Climate Action Innovation Zone
The Climate Action Innovation Zone brings people together across sectors to find sustainable, creative solutions with lasting impacts. Located adjacent to the Blue Zone and with independent badging, the Climate Action Innovation Zone will host over 100 events, along with spaces to network, exchange ideas, and more. IISD is an impact partner of this year's edition.

Accelerating Action for a Climate-resilient Future Through National Adaptation Plans
On Tuesday November 8 from 11:45–12:30 local time at the United Kingdom Pavilion, join the NAP Global Network, the UK's Foreign, Commonwealth and Development Office (FCDO Adaptation), and the Nature & Resilience Department, for an event showcasing adaptation priorities and progress in the Global South, while demonstrating the urgent importance of inclusive, effective national adaptation planning to advancing action.
Impact of Russia's War Against Ukraine on European Climate Policies and Ways Forward
On Tuesday November 8 from 14:00-15:30 local time at the Ukraine Pavilion, join us for a discussion on the changes in European policies that have happened since February 2022 due to Russia’s full-scale invasion of Ukraine. The event will examine challenges and ways forward to achieve the Paris Agreement 1.5-2°C goal, while ensuring energy security and social justice. Speakers will also touch upon the role of Ukraine in the decarbonization of Europe.
Enhancing Capacities and Networks for Women's Leadership in Adaptation Action
On Wednesday November 9 from 14:35–15:40 local time at the 4th Paris Committee on Capacity-Building (PCCB) Hub, join the NAP Global Network for a dialogue with national decision-makers and experts involved in NAP processes to explore why women's leadership matters in national-level policies and plans, how it can be enabled, and the difference this makes for gender-responsive adaptation action on the ground.
Embracing Nature as the Foundation for Global Security
On Thursday November 10 from 9:30-11:00 local time, join us at the GEF-GCF Pavilion for a conversation looking at the security risks that are directly and indirectly linked to nature loss, environmental change, and ecological degradation. The moderator and panelists will discuss the importance of nature as the foundation for human, national, and global security, as well as how the nature-security nexus can and should be used to provide a more holistic understanding of the pathways from environmental degradation to security outcomes to better protect people in the places where they live.
Mid-way Through the Glasgow Sharm el-Sheikh (GlaSS) Work Program on the Global Goal on Adaptation (GGA): Next steps to fill up the GlaSS?
On Thursday November 10 from 19:00–20:00 local time at WWF's Panda Hub Pavilion, join WWF and NAP Global Network for this side event looking at the comprehensive two-year Glasgow-Sharm el-Sheikh (GlaSS) work programme on the Global Goal on Adaptation (GGA). The GlaSS was designed to pave the way forward on operationalizing the GGA by COP28. With COP27 sounding the mid-way point of the GlaSS, where are we at now? What does COP27 need to deliver, and what must thus be done by COP28?
